On September 21, 2023, in New York City, USA, within the framework of the US business trip of Vietnamese delegation, Prime Minister Pham Minh Chinh witnessed the exchange of cooperation documents between the People's Committee of Hai Phong city and companies from Vietnam and the United States on the research and development of the Southern Do Son General Port Complex project.

 

Accordingly, to realize the declaration of General Secretary Nguyen Phu Trong and President Joe Biden on upgrading the relationship between the two countries to the highest level of a comprehensive strategic partnership with the core being the development of economic relations, in the bilateral activity program at the meeting with a number of leading companies in the United States and the world, Prime Minister Pham Minh Chinh witnessed the exchange of cooperation documents between the People's Committee of Hai Phong city, Kinh Bac City Development Holding Corporation (KBC), Saigon Telecommunication & Technologies Corporation (SGT), Energy Capital Vietnam Company (ECV) and Port of Los Angeles - USA (POLA). Through this cooperation agreement, the parties will jointly research and develop the Southern Do Son Port Complex project in Hai Phong city, building Southern Do Son Port to become a modern gateway port, a place for transshipment of domestic and international goods of Vietnam.

Vietnam has more than 3,000 km of coastline, but there are not many places suitable for transshipment ports. Typically, Hai Phong city has a particularly important position in the country because it is located between two regional economic corridors and has a key seaport and all 5 modes of transportation. According to Resolution 45 of the Politburo on building and developing Hai Phong until 2030, with a vision to 2045, Hai Phong needs to soon become an industrial city associated with a modern, smart and sustainable seaport. To be more specific, in the general planning of Hai Phong city to 2040, vision to 2050 approved by the Prime Minister and adjusted according to Decision 323/QD-TTg, the direction for developing Hai Phong seaport is to expand Southern Do Son port into a gateway port, combining international transshipment and serving national defense and security. According to the plan, Southern Do Son port will have the capacity to accommodate container ships with a capacity of up to 18,000 TEU, breakbulk vessel and bulk cargo ships up to 200,000 tons, liquid/gas cargo ships of up to 150,000 tons, and passenger ships of up to 225,000 GT. At the same time, this wharf area will prioritize the construction of wharves to serve the industrial clusters in the area and the gas power center wharf in accordance with the overall energy planning, electricity development planning, and serving the relocation of wharves on Cam River.

In the United States, the Port of Los Angeles (POLA), also known as the Los Angeles International Port, is a port complex occupying an area of up to 7,500 acres (3,000 hectares) and 43 miles (69 km) of riverfront. The port is located on San Pedro Bay in San Pedro, approximately 20 miles (32 km) south of downtown Los Angeles. This is one of the largest seaports in the US and plays an important role in promoting international trade and commerce. Scale and infrastructure of the port include about 3,000 hectares of land and water and 27 cargo terminals including container terminals, dry bulk, liquid bulk and auto handling facilities. In addition, the Port of Los Angeles is one of the leading container ports in North America with a complex network of container terminals, equipped with advanced technology and infrastructure to handle container cargo efficiently. The port has a total of 80 berths and container terminals, including the largest container berth in the US, APM Terminals Pier 400. And POLA handles a significant amount of cargo, especially with Asian countries. The port acts as a gateway for goods from and to Pacific coastal countries. The Port of Los Angeles generates significant economic activity and employment opportunities for the surrounding area. Not only that, the Port of Los Angeles is also committed to sustainable measures and environmental care. The Port has implemented many programs and initiatives to reduce emissions, improve air quality and promote clean technology. These efforts include the use of shore power for ships, the use of zero-emission equipment and the implementation of the Clean Truck Program to reduce emissions from trucks. Along with that, the Port continuously invests in improving infrastructure and extending projects to improve efficiency and capacity. These projects include cleaning and deepening the canal to accommodate larger ships, upgrading rail infrastructure to improve freight movement, and developing new terminals to meet future demand.

Southern Do Son port construction project is an area of 5,000 hectares with the investment capital of 5 billion USD to build the largest multi-functional port complex system, serving all of Northern Vietnam and Southern China. The port complex includes deep-water ports that can accommodate large ships transporting containers, bulk cargo, oil and gas, etc. with a large and modern logistics system; The largest warehouse system is in the North of which oil and gas energy storage system serves the entire Northern area; especially with an area of thousands of hectares of high-tech industrial park systems and housing urban areas serving ports and industrial parks. Southern Do Son port is also very close to Tien Lang airport according to future planning. Once formed, the complex project will turn the area into a bustling area, making a major contribution to the State Budget and improving people's lives.

Under the witness of Prime Minister Pham Minh Chinh, the second cooperation document that KBC participated in was signed between Hung Yen Investment and Development Corporation (a member company of KBC) with Hayward Quartz (A Technology Group in Silicon Valley, USA) to cooperate in investing in building a High-Tech Industrial Park (especially focusing on the field of semiconductors and green development to form a new ecosystem) , with an area of more than 400 hectares in Vinh Bao district and Tien Lang district, Hai Phong city.

On September 21, under the witness of Prime Minister Pham Minh Chinh, the signing and awarding ceremony of investment cooperation agreements between Vietnamese and US agencies, localities and businesses was carried out in all sectors: Industrial park development; Seaport construction; Green growth supporting; Production and distribution of pharmaceuticals and Human resources training in the semiconductor field.

This business trip of Prime Minister Pham Minh Chinh has a profound meaning, conveying the great message of the Communist Party, State and Government of Vietnam to the United States and international friends about a peaceful and cooperative Vietnam who integrate, participate more actively, proactively and effectively with international processes, making important contributions to Vietnam - United Nations and Vietnam - United States relations according to the foreign policy at the 13th National Congress of the Communist Party of Vietnam.
