THE PRIME MINISTER: MUST JOIN HAND TO BUILD 1 MILLION SOCIAL-HOUSING APARTMENTS

(Chinhphu.vn) - On the afternoon of June 16, 2023, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of a social housing project (phase 2) for workers in the new urban area of Nenh town, Viet Yen district, Bac Giang province.

Together attending the event were members of the Party Central Committee: Chairman of the Vietnam General Confederation of Labor Nguyen Dinh Khang, Secretary of the Bac Giang Provincial Party Committee Duong Van Thai; leaders of central and local ministries, departments, branches and agencies.

According to Secretary of the Bac Giang Provincial Party Committee Duong Van Thai, there are 12 social housing projects under progression in Bac Giang province. The province has set a target to solve 80% and 90% workers' housing needs by 2025 and 2030 respectively.

According to the investor (a joint name of Saigon - Hai Phong Industrial Park Corporation (*) and Evergreen Bac Giang Investment Sustainable Development Joint Stock Company), a social housing project for workers in the urban area Nenh town is planned with a total area of 12.6 ha, the scale of 16 apartment buildings of 20 stories and the total estimated investment of nearly 5,000 billion VND. It is expected to provide about 7,000 apartments to serve more than 20,000 workers. This is one of the largest social housing projects in the country under construction.

In which, phase 1 is expected to hand over the next 800 apartments by the end of 2023, striving to hand over by the end of March 2024. Phase 2 is expected to start handing over apartments in the fourth quarter of 2024. Phase 3 and phase 4 are expected to start construction process in late 2023 and early 2024. Currently, more than 600 customers have completed registration documents and nearly 500 customers have been approved to buy social housing.

Speaking at the ceremony, Prime Minister Pham Minh Chinh clearly stated and concretized the guidelines of the Party, policies and laws of the State. The Prime Minister has promulgated the National Housing Development Strategy for the period of 2021-2030, with a vision to 2045, and approved the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030".

The Prime Minister praised Bac Giang province for being proactive, dynamic, creative and making great efforts in implementing social housing projects. The Standing Committee of Provincial Party Committee, the People's Committee of Bac Giang province issued the Resolutions and Schemes on social housing development very early, paid attention to the planning and calling for investors to build the projects. He also thanked companies that have participated with the State and authorities at all levels to actively build social housing for workers and low-income people.

For many years, the settlement of housing for people has always been interested by the Party and State, especially promoting the development of social housing for low-income people and workers in industrial parks. However, resources from the state budget are limited, and resources must be devoted to other priorities. Therefore, it is necessary to develop institutions, mechanisms and policies, to pay attention to planning, to mobilize resources for social housing construction, to learn from experience and both doing and learning from experience, in the spirit of promoting public-private cooperation and using State investment to lead private investment.

The Prime Minister clearly stated that ministries and departments must continue to research and perfect mechanisms and policies; localities must actively and actively participate; investors must promote the spirit of solidarity; and industrial parks, export processing zones and urban areas where many workers and low-income people gather must contribute ideas to develop and improve regulations.

The Prime Minister noted that policies must be synchronized to solve housing difficulties for workers and low-income people; and support both builders and users of social housing, including forms of buying and renting houses.

“Settling down is the first step to have a stable life. Thus, building social housing and housing for low-income people is a big policy of the Party and State. We must work together to find the most effective solution to deploy construction of building 1 million spacious and beautiful social housing apartments, ensuring environmental sanitation, affordable prices and is suitable for low-income people," the Prime Minister said.

The Prime Minister requested Bac Giang province and localities to continue to pay attention to and do well in planning, allocating land funds and implement social housing projects with harmonious designs on culture, sports, society, environment, etc to create the best conditions for workers; to effectively use the 120-trillion-VND credit package for social housing and housing for low-income people. Vietnam Bank for Social Policies shall create favorable conditions, propagates and encourages workers and low-income people to access loans to buy social housing.

According to a report of the Ministry of Construction, up to now, nationwide, 307 social housing projects have been completed in urban areas, with a construction scale of over 157 thousand apartments and with a total area of nearly 8 million m2. The whole country is continuing to implement 418 projects (including projects under construction and projects that have been approved for investment policies), with a construction scale of over 432 thousand apartments and with a total area of over 22.5 million m2.
